St. Lawrence Seaway PCB Dredging Program

Client: Reynolds Metals
| Having identified hazardous constituents in the river sediment, the EPA initiated enforcement actions against several companies with industrial facilities on the southern shore of the St. Lawrence Seaway. Working with the Reynolds Metals Company, M&E was responsible for dredging, transporting, and processing some 77,000 cubic yards of PCB-contaminated sediment. Installation of sheet pile wall and a silt "curtain" prevented resuspended sediments from reaching the St. Lawrence River and minimized mixing of sediments during dredging within the most highly contaminated areas. The 24-acre dredging area was divided into cells to facilitate data collection and tracking of progress. At project close-out, PCB concentrations in the sediment from 94% of the cells were testing at or below the project goal of 1 part per million.
M&E services included:
- Geotechnical study
- Remediation design
- Construction oversight
- Technical support during dredging
