Boston CSO Master Plan

Metcalf & Eddy prepared a comprehensive CSO system master plan and a facilities plan for the Boston metropolitan area. M&E evaluated the deep tunnel storage solution proposed by a previous consultant and developed a watershed-based plan made up of more than 20 site-specific projects. The plan used more extensive CSO flow monitoring and more accurate hydraulic modeling. It maximized use of existing collection system capacity and CSO treatment facilities. Aside from providing a higher level of control, M&E's plan will save the client about $800 million in construction costs when compared to the previously accepted plan.
M&E services included:
- Master planning, including flow metering, computer modeling, and hydraulic analyses, and sewer system mapping using GIS
- Facilities planning
- Odor and air quality assessments
- Environmental impact and hazardous materials assessments
- Community outreach and public information program
- Final design services, engineering services during construction, and resident inspection for sewer separation projects, CSO detention/treatment facilities, and CSO storage and pumping facilities
