Writing the Book on Asset Management M&E is working with its sister company Maunsell (formerly Meritec) to develop a US version of their International Infrastructure Management Manual. The manual, which has become the most respected guide to sound asset management procedures worldwide, is being customized to address US regulatory and financial conditions.
Federal Funding Will Depend on Asset Management Performance Two imminent regulatory initiatives are going to make effective asset management even more important. Eligibility for federal funding will depend on meeting the demands of CMOM and GASB 34. M&E can help clients comply with these new initiatives and secure every available dollar of capital funding.
CMOM (Capacity, Management Operation and Maintenance), a key part of the upcoming SSO regulations for sewer collection systems. Important provisions include:
- Up-to-date mapping of the system
- Detailed database
- Improved O&M
- Capacity assessment
- Identification of deficiencies
- Development of a detailed renewal program to correct deficiencies
GASB 34 (Government Accounting Standards Board Statement No. 34). This program improves utility financial reporting to include physical assets by either depreciation or by developing an asset management program. This would include:
- An asset inventory
- A current condition assessment
- A detailed renewal program to maintain asset conditions at a preset level of service
